CHIEF, SOUTHERN DIVISION - KATHLEEN BARNES

Division Chief Kathleen Barnes has served 23 years with the Department of Alcoholic Beverage Control (ABC). She began her ABC law enforcement career as an investigator in eastern Los Angeles County. She promoted to the ranks of Supervisor and Supervising Agent in Charge in the desert regions of San Bernardino and Riverside County, northwestern Los Angeles County and the Special Operations Unit. In 2012, she promoted to Deputy Division Chief and in 2017 she was promoted to the highest level leadership role in the southern part of California as Division Chief overseeing 176 personnel in 13 district offices covering from San Luis Obispo County, south to the Mexico border, east to the Colorado River and west to the Pacific Ocean.

Division Chief Barnes has served as a departmental investigator in the areas of Equal Employment Opportunity (EEO), Backgrounds, and Internal Affairs, since 2007.  She was instrumental in the development and implementing the Department’s initial formalized Field Training Officer (FTO) Program. She worked collaboratively with ABC Northern Division and developed the critical elements required to effectively and consistently evaluate an agent’s work performance and enhanced training.

Prior to beginning her career with ABC, she obtained her Bachelor of Arts Degree in Criminal Justice from California State University, San Bernardino. She was selected and successful at the FBI California Law Enforcement Executive Development Management Course and recently completed the Peace Officer Standards and Training IDI Leadership course.

Division Chief Barnes is known for establishing open lines of communication internally and externally while developing strong working relationships with the public, allied agencies, and ABC stakeholders. She enjoys traveling and spending time with her children.
