    Randall Deems

Randall Deems is ABC’s Division Chief of Administration. Randall joined ABC in October 2015. He organizes and directs all administrative and support functions in the department. Randall brings nearly 15 years of state service and a wealth of experience to the position.  Randall brings a passion for process improvement and organizational strategy with the goal of enabling departments to make as big a difference as possible in the communities they serve. 

Prior to joining ABC, Randall served California for over eight years at the California Department of Housing and Community Development (HCD). From March 2012 to October 2015, he was the Chief Deputy Director and Acting Director, before that he was HCD’s Deputy Director of Administration and Management from June 2007 until March 2012.

Before his experience at HCD, Randall was the Consolidation Manager and Control Agency Liaison at the Department of Technology’s Teale Data Center from January 2004 until June 2007. From August 2001 until January 2004 he was a Finance Budget Analyst at the Department of Finance. Randall has a Bachelor of Music Degree and a Master of Business Administration (MBA) Degree from the University of Pacific.
