    Jacob Rambo

Jacob L. Rambo serves as the Chief Counsel at the Department of Alcoholic Beverage Control (ABC). As Chief Counsel, Mr. Rambo collaborated with stakeholders to innovate and streamline legal processing to improve ABC’s ability to execute its public safety mission. He spearheaded systematic process improvements to streamline operations, allowing the Department to operate more efficiently. Jake is dedicated to professional development, overhauling the Office of Legal Service’s internal training program.
Mr. Rambo began his legal career as a law student prosecutor for the Sacramento District Attorney and the Attorney General’s Criminal Division. He then served as a Deputy District Attorney in Amador and Yolo Counties. In 2007-2008, Jake was appointed as the Team Leader of the Afghanistan Justice Sector Support Program in Mazar-e-Sharif, Balkh Province, Afghanistan. He led a team of 16 security contractors, attorneys, and support staff overseeing justice sector development in a five province region. The primary mission was to train Afghan police investigators and prosecutors. He also advised the Provincial Chief Prosecutor and Chief of Police on organizational leadership and sensitive cases.
Mr. Rambo was appointed as an Administrative Law Judge for the California Unemployment Insurance Appeals Board (CUIAB) in June 2009. He was elevated to Administrative Law Judge II in 2011, handling the most difficult caseload. While at CUIAB, Mr. Rambo presided over more than 10,000 cases involving unemployed and disabled workers benefits appeals. Mr. Rambo was later appointed Administrative Law Judge II at the Department of Health Care Services, Office of Administrative Hearings and Appeals (DHCS-OAHA). While at DHCS-OAHA, Mr. Rambo presided over hearings involving audit appeals of MediCal and DentiCal providers, Certified Nursing Assistant (CNA) licensing and discipline, and provider appeals in the Women, Infants, and Children (WIC) Program.
In addition to his duties at ABC, Mr. Rambo is a Judge Advocate General (JAG) officer in the United States Air Force Reserve, currently assigned to the 60th Air Mobility Wing at Travis Air Force Base. He also serves as an adjunct law professor at the University of California, Davis (U.C. Davis). Mr. Rambo is active in law related education, serving as a coach and judge in high school, college, and law school mock trial events.
Jake graduated from Cedarville College in Ohio with a Bachelor of Arts Degree in History and Political Science. He earned a certificate in American Studies from the American Studies Program in Washington, D.C.  He received a Juris Doctorate Degree from U.C. Davis School of Law and passed the California State Bar in 2001. He is a graduate of the United States Air Force Officer Training School and Squadron Officer College.
