Matthew Hydar was promoted to the position of ABC Deputy Division Chief (DDC) in Southern Division in March 2024.

DDC Hydar oversees the Bakersfield, Lakewood, Monrovia, and Van Nuys District Offices, as well as the Southern Division Special Operations Unit and Cerritos Enforcement Office. He brings more than 25 years of law enforcement experience to his position.
DDC Hydar started with ABC as an Investigator I at the Riverside District Office in November 2001. Before his current appointment as DDC, Hydar was promoted to Supervising Agent (2005) in the San Diego Office and to Supervising Agent in Charge (2021) at the Riverside and Palm Desert offices. He has held various assignments in the San Diego, San Marcos and Riverside District Offices, as well as with the Department’s Training Unit.
DDC Hydar is a certified instructor in the following disciplines: firearms, report writing, de-escalation and less than lethal weapons systems. He has conducted scores of in-service and academy trainings during ABC’s APP conferences, for the California Narcotics Officers Association, for a number of law enforcement agencies and at various police academies throughout Southern California.
While with ABC, DDC Hydar has organized and managed a number of multi-agency law enforcement operations at large-scale festivals, concerts and sporting events throughout Southern California.
He graduated from the POST’s Sherman Block Leadership Institute Class 434 in 2019. He holds an associate’s degree in administration of justice as well as a bachelor’s in public administration from San Diego State University.
DDC Hydar has been the recipient of several law enforcement awards, including: the MADD California Hero Award, a MADD Outstanding Underage Drinking Enforcement Award, the California Office of Traffic Safety Award for Traffic Safety Excellence and the Key Leader Award from the San Diego County Alcohol Policy Panel.
