Use of Naloxone at ABC Licensed Businesses

The department has received several inquiries regarding the possession and use of Naloxone on ABC licensed premises. According to the California Department of Public Health (CDPH), “Naloxone is a life-saving medication used to reverse an opioid overdose, including heroin, fentanyl, and prescription opioid medications.” Because it is lawful to possess and apply Naloxone (subject to applicable laws and regulations, per CDPH), Naloxone may be legally possessed on ABC licensed premises and the mere possession (or its use in appropriate circumstances) does not expose ABC licensees to disciplinary action under the ABC Act.
